How long would the audio podcast recordings need to be? Do these exist or will they need to be recorded and/or produced?
The audio podcasts do not exist; through this RFP DRCOG is seeking consultant assistance for producing the podcasts. We anticipate the podcasts will be relatively short, e.g., less than 10 minutes.

Does ArcGIS 9.3 and ArcSDE already exist and have been deployed? And are DRCOG resources available to support this initiative?
DRCOG is currently using ArcGIS 9.3 and ArcSDE for internal purposes. DRCOG also makes spatial data available in KML format. DRCOG's geospatial team will provided a limited amount of support for the project.

Do the following layers exist, what location are they stored at, and what format are they - or could they be made available? a. Demographic and economic characteristics? b.Aerial photography (is this just VE/Google or DRCOG sources)? c. Station area? d. Renderings of the area? e. Current and planned development?
DRCOG possesses much of this data already: a) Demographic and economic characteristics come from the Census as well as DRCOG's annual population and employment estimates. We have compiled this data for the station areas into a database. b) DRCOG collects aerial imagery every two years. VE/Google imagery could also be used for the project. c) DRCOG has GIS spatial data corresponding to current and planned rapid transit stations. d) Renderings of station area plans are available from local governments. e) DRCOG and RTD maintain a database of current and planned development in transit station areas. Much of this information is available through the current TOD section of DRCOG's Web site: http://www.drcog.org/index.cfm?page=TransitOrientedDevelopment

Page 13 of the RFP indicates that there are three funding sources for the project: 1) a basic funding source, 2) in-kind resources and 3) "additional" funds. What are the project funding sources? Is DRCOG willing to disclose the total amount of funding available for the project, the amount for DRCOG and the amount allocated to the consultant, with the bidders? If so, what are those amounts?
The primary funding source for this project is a Federal Transit Administration grant. The full grant is $110,000. DRCOG will provide "in-kind" resources in the form of staff time and may allocate additional funding to the project from the Unified Planning Work Program (UPWP - see http://www.drcog.org/documents/UPWP%20Amended%20July%202008.pdf). We have budgeted a total of $59,000 for consultant support.

What level of effort should the consultant assume is necessary in relation to the two referenced workshops and discussion forums under Task 4?
For the workshops, the consultant's role will be to produce the podcasts based on the workshops. The specific workshops mentioned are provided as examples; the actual workshops to be summarized in podcast form will be determined at a later date. DRCOG will take the lead in organizing the workshops, although the consultant's level of involvement may vary depending on the nature of the workshop and the consultant's proposed approach. For the discussion forum, the consultant's role will be developing the online infrastructure to support the forum.

We will be submitting our response in PDF format. What are the requirements to submit that way?
Bidders can submit their response in PDF format by e-mailing the PDF to Jill Locantore at jlocantore@drcog.org. If the PDF is too large to e-mail, please e-mail Jill for instructions on using DRCOG’s FTP site.

Are the technologies listed on page 13, technologies that we will be limited to using, and if so will we then be working with somebody on the DRCOG side to get tools developed?
Responders may propose other technologies that they feel might benefit the project. DRCOG will review the proposed technologies with the selected consultant. DRCOG's technology staff will provide a limited amount of support during the project development phase.

Will this system be put in place on a server established by DRCOG or will that be another piece that the firm will need to develop as well, meaning we come up with where all of these tools will be managed?
The system must be integrated and deployed on DRCOG's existing IT framework and should be relatively easy for DRCOG's technology staff to maintain.
