The Clean Water Plan (CWP) is the area-wide plan for wastewater treatment for the next twenty years. It describes objectives, policies and guidelines used to steer the regional water quality planning process. The plan was adopted in 1998 and was most recently amended in January 2009.

The regional water quality goal is to "restore and maintain the chemical and physical integrity of the region's waters to ensure clean water for residents and a balanced ecological community." As an element of the DRCOG Metro Vision plan, the Clean Water Plan links water quality and regional growth.
208 Planning Agency
DRCOG plays an important role in the State's water quality planning and permitting process. As the designated "208 planning agency" for the region, DRCOG is required to review and comment on the consistency of all new and expanded waste treatment facilities with the state approved Clean Water Plan. Facilities to be reviewed by DRCOG include wastewater treatment plants, lift stations and interceptors.
