Abstract: Participants in the 2004 ULI/Charles H. Shaw Forum on Urban Community Issues reached consensus on a set of principles for involving the community in neighborhood planning.

These principles include:

  • Start with Community Building
  • Foster Leadership
  • Plan for Implementation
  • Take Advantage of Available Tools and Resources
  • Be Financially Realistic
  • Communicate the Planning Process Effectively
  • Make the Neighborhood's "Social" Capital Grow

Case studies on Chicago, San Jose and Austin are also provided.
