Abstract: This guidebook is written to assist local government planners, attorneys and elected officials to understand, prepare, and adopt codes and ordinances that will promote fine-tuning or completely revamping a community's zoning codes and policies to create more livable communities. It is intended to help local officials improve community livability through code reform.
This guidebook provides local planners with an overview of the features of smart growth zoning codes and ordinances and highlights the best examples found in a review of approximately 225 codes. It gives the "nuts and bolts" language that can be used as a starting point for either modifying or re-writing existing zoning codes and related municipal regulations. All of the examples have been adopted by local governments and model ordinances and state laws were not included.
Specific language of codes referenced in the guide can be accessed using its accompanying compact disc, which contains digital copies of many codes and Internet links to those available online.
