Innovative Mobility Set-Aside

The Denver Regional Council of Governments staff engages with member governments and partner agencies through collaborative learning opportunities and planning activities to help the region prepare for emerging mobility.

Program overview

The Innovative Mobility Set-Aside program supports projects focused on preparedness, feasibility, analysis and planning. By investing in innovative mobility efforts, the region can address challenges associated with topics such as, but not limited to, curbside management, emerging modes, shared mobility, mobility as a service, transportation electrification, connected and automated vehicles, mobility data and mobility hubs. 

Program goals

  • Prepare the region for advanced and emerging mobility.
  • Invest in collaborative learning.
  • Demonstrate new and innovative mobility solutions.
  • Share lessons learned across the region.
  • Improve mobility and access for travelers of all ages, incomes and abilities.

A variety of planning, preparedness, analysis and feasibility projects are eligible. 

Some examples include:

  • Mobility on demand or microtransit feasibility study or implementation plan.
  • Mobility data or tool development.
  • Shared micromobility analysis and planning.
  • Curbside management or mobility hub planning.
  • Connected work zone pilot.
  • Mobility data fusion.
  • Technology-supported data analysis and planning

Funding availability

The organization's fiscal years 2024-2027 Transportation Improvement Program set aside program includes $4 million over four years to fund Innovative Mobility Set-Aside projects across the region. No local match is required.

Call for project proposals

DRCOG staff will accept project proposals through a short letter of interest application, available online from October 1, 2025 through November 15, 2025. Review the call for letters of interest overview, which includes important information about the process.

Eligible applicants include:

  • Local governments.
  • Regional agencies.
  • Transportation management associations or organizations.
  • Transportation-focused nonprofits.
  • Colorado state offices and agencies.
  • Colorado public colleges and universities.

Non-governmental organizations must provide documentation of support from applicable local governments.

DRCOG staff will manage project funds and lead contractor selection. Project sponsors will work closely with DRCOG staff to manage and deliver the projects. 

Steps to participate

  1. Review the call for letters of interest overview.
  2. Join the informational webinar on October 14.
  3. Reach out to DRCOG staff to discuss project ideas.
  4. Prepare the project's proposal. Refer to the letter of interest questions ahead of time.

  5. Submit a letter of interest for a project between October 1 and November 15, 2025.
  6. Stay tuned for project approvals!

Projects underway

The first round of Innovative Mobility Set-Aside project proposals was solicited through a letter of interest form in the fall of 2024. The Board of Directors approved the first round of projects on December 18, 2024.

The projects selected for funding in the first round were:

  • Bike+ Data Fusion City and County of Denver, and City of Boulder.
  • Florida Corridor Multimodal Improvements Study Arapahoe County.
  • Docked Bike Share Feasibility Analysis City of Golden.
  • Curbside Digital Twin City and County of Denver.
  • Near Miss Analytics City of Thornton.
  • Microtransit Implementation Study Town of Parker.
  • Central Area General Improvement District Garage Mobility Hub Concept Planning City of Boulder.
